Заблокировали после покупки

Здравствуйте!

Я из страны где пейпел оффицально не поддерживает. Использовал карту от QIWI для покупки в ebay.
Сегодня после покупки на $700 меня заблокировали в Paypal.
Получил ли продавец деньги? Если нет, вернут ли мне деньги?

Добрый день!

К моему удачу оплату продавец получил но аккуант пейлел в блоке.
Я купил Мак используя купон на скидку 100$ + доставка было не в Россию.
Мак Мини получил за 5 дней с Японии.
