Если номер посредника - дык это ему страховка предоставляется
А если у тебя нет номера в ПП, то тебя это не касается....
А начнешь ежли на эту тему с ПП писать и пр., с вытурят (закроют эккаунт)... Помни, что ПейПАл - дочерняя/афиилированная фирма и у них все автоматизировано на предмет идентификации пользователей, платежей и пр.
