Refund остался на балансе paypal

На форуме неоднократно пояснялось, что при оформлении refund возврат денег происходит на карту. И что на русском paypal деньги на карту можно вернуть только через refund.
В моем случае так не получилось. Я оплатил товар через пайпал 25.06.08. По истечении трех дней продавец сообщил мне, что у него проблемы с отправкой товара в Россию. Я попросил его сделать мне возврат. И он его мне сделал. Все бы ничего, только деньги остались на балансе paypal.

Почему деньги не вернулись на карту?
Потратить у меня их тоже как-то не получается. При оплате других товаров пишет, что Your request could not be processed at this time. The service is currently unavailable. We're sorry you faced an issue. Please click here to try your payment again.
И так все время на протяжении недели.
Полдскажите что не так.

я бы написал в саппорт с описанием ситуации
что-то типа
hi!
I'm a customer from Russia and recently got a refund (tranzaction #...)from seller on ebay (nickname...). The refund appeared on my account, however in Russia I can only use credit card linked to my PayPal account, not the account itself. Thus I could not pay from the account and I didn't receive the money on my credit card. What should I do to resolve this issue? Thanks, ...

Была такая ситуация. Я ничего не делал, пополнил счет и продолжал покупать, деньги сами через некоторое время вернулись на карту.

Меня в данной ситуации смутило то, что при запросе в службу поддержки paypal по данному вопросу:
May be I wrong understand about paypal, but How I can return money from paypal balance to my credit card?

Я получил следующий ответ:

Т.е. написали что мы относимся к тем странам которые не могут получать деньги через paypal. Не совсем ясно как это понимать.
Т.е. понятно, что деньги получать в России нельзя, а c refund-ом как быть?

Я уже понял, что им лучше не писать, отвечают заготовленными фразами, и не совсем то что, хотелось бы услышать, проще потратить эти деньги, подожди пока будет проходить платеж и проведи эти деньги...
